Donors in California, New York, and Washington, D.C.

Stacey Abrams has raised almost $50 million for her
gubernatorial campaign in Georgia. Just $7 million (14 percent)
of that fundraising haul came from residents of that state,
however, according to an analysis by Washington Free Beacon alum
Lachlan Markay.

Nearly half the money raised by Abrams's campaign and leadership
committee ($22.7 million) came from donors in three deep-blue
states and one liberal territory that wants to be a state but
never will: California ($10.2 million), Washington, D.C. ($6.4
million), New York ($3.6 million), and Delaware ($2.5 million).
The result is not entirely surprising given that Abrams recently
described Georgia as "the worst state in the country to live."

Those astonishing figures stand in stark contrast to the
fundraising numbers posted by Abrams's opponent, Gov. Brian Kemp
(R., Ga.), who has raised most of his campaign funds from in-
state donors. More than 83 percent of the $31.5 million raised
by Kemp's campaign and leadership committee came from Georgia
residents, the analysis found.

Axios reports, smartly and briefly:

If the trend holds, Abrams would be the only Georgia
gubernatorial nominee from either party since at least the 1990s
to receive a majority of campaign funds from out of state,
according to an Axios analysis of campaign finance records.

Abrams, a dangerous election truther who committed violence
against our democracy by falsely declaring herself the winner of
the 2018 gubernatorial election, is widely expected to lose to
Kemp again in November.

A U.S. marshal was shot on Sunday morning while serving an
arrest warrant for a 19-year-old murder suspect at a mobile home
park south of Atlanta, officials said.

Jaiden Chappell, 18, was arrested the day after Knight was
killed. She will face charges of murder, armed robbery, use of
telecommunication device to facilitate a crime, making false
statements, and contributing to the delinquency of a minor,
according to the Pike County Sheriff's Office.

A 14-year-old juvenile whose identity has not been released was
also arrested in relation to Knight's murder on July 19.

A man on the run for nearly three decades in connection with a
1994 murder just outside Atlanta was arrested Tuesday during a
traffic stop.

Muhammed Bilal El-Amin was taken into custody in Oconee County
on driving a Mazda with a suspended license, having no insurance
and having a suspended car registration, Fox Atlanta reported.
Deputies were performing random registration checks when he was
caught.

He was wanted for the Nov 27, 1994 shooting of 18-year-old
Jafferd Tucker, who was shot in the face at a transit station. A
federal warrant was issued charging him with unlawful flight to
avoid prosecution in May 2001.

Before his arrest, El-Amin, who was wanted by the FBI, handed
deputies a South Carolina driver's license with the name Rais
Sekhem, which came back as having been suspended. He allegedly
told the deputy he wasn't sure why his license was suspended.

That deputy called for backup and took him into custody.

Once at a local jail, he was fingerprinted and his true identity
was revealed.

"His finger prints came back to a different name than was what
stated on his driver's license," the sheriff's office said in a
social media post.

A Georgia judge declined to block a portion of a state election
law that prevents people from handing out food and water in
certain parts of voting lines.

The section received a huge amount of focus when the state
Legislature was considering its election overhaul bill last
year. On Thursday, a judge told voting rights groups challenging
the provision that it will remain in place while cases are
pending.

Thursday’s ruling means the restriction will be in effect during
the crucial midterm elections contests in the Peach State that
features a Senate contest that could end up tipping control of
the upper chamber.

Activists decried the election bill as an attempt to suppress
voters, with President Joe Biden referring to it as "Jim Crow
2.0."

Several groups focused on the food and water provision as
inhumane. However, the law is specific in terms of where food
and water handouts are prohibited. The bill also clarifies the
section is designed to prevent soliciting votes "in any manner."

No one can give gifts, distribute campaign materials, offer food
and drinks or ask anyone to sign petitions "within 150 feet of
the outer edge of any building within which a polling place is
established; within any polling place; [or] within 25 feet of
any voter standing in line at any polling place," the bill
states.

The state argued it was too close to an election to make any
changes to the law.

U.S. District Judge J.P. Boulee appeared to agree with the state
that it would be inappropriate to make changes to the law so
close to November, but said the matter wasn’t settled.

While Boulee agreed the plaintiffs brought their case in a
timely manner, he was swayed by a desire to ensure rules across
all elections this cycle were uniform.

He said that different rules in November than those that were in
place in the primary elections earlier this year could cause
confusion for election workers, further undermining a corroding
confidence in elections.

"Although there is some evidence in the record that an order
enjoining the enforcement of the Food, Drink and Gift Ban within
the Supplemental Zone would perhaps not be the most complex
change election officials have had to implement close to an
election, there is significant evidence that an injunction would
impair the state’s interests in avoiding voter confusion,
maintaining a smooth and orderly election process and promoting
confidence in that process," he wrote.
